Owings Mills Mall was developed by James Rouse and his company, the Rouse Company in 1986. It lost Boscov`s department store at one of its anchor positions in October 2008. This photo shows one of two emptry parking lots in front of the three closed store entrances. The mall itself lost many stores, numbering more than 30, and the corridor leading to the old Boscov`s spot was left with only a few stores remaining open.
